Ben Terra
studied international law at the University of Amsterdam and (indirect) taxation at the University of Leiden. He is currently professor of law at the University of Amsterdam, a partner at Ernst & Young Tax Advisers, co-chairman of te E&Y European VAT group and editor-in-chief of a bi-weekly indirect taxation magazine and of International VAT Monitor. He previously headed the post-graduate training in VAT, customs and excises at the Dutch Ministry of Finance, he was professor of law at the University of Leiden and visiting professor at the Universities of Florida (Gainesville) and Sydney. As a consultant of, inter alia, the DECD and the European Commission, he has been involved in re-organizing tax departments, drafting laws and training tax officials in various countries.
