Jeffrey Owens obtained degrees in economics and completed his doctoral work at Cambridge University. Currently he is Professor at Cambridge and at the American University in Paris. He heads the OECD's Fiscal Affairs department. He has been responsible for organising a series of major symposiums on international taxation and on local government finance. He is a member of numerous scientific committees of the International Institute of Public Finance. |
